Caroline Oltmans, founder and principal consultant, established HR Management Services in 2013 to service the growing demand for outsourced, professional advice in Human Resource and People Management. HR Management Services partners with the emerging and expanding European-based companies – present in the US market or starting operations here – to grow and prosper through the effective selection, management, engagement and measurement of employees.

 Passion for people

Caroline began her career in the Staffing Industry in the Netherlands and found a passion for people.  She started as a consultant but quickly moved up to a branch managers’ position where she managed up to seven consultants.  She served clients in a wide variety of industries with the main focus on manufacturing, engineering, supply chain and hospitality organizations. After eight years in the Staffing Industry she pursued her dream to travel around the world for a year.

Broad HR experience

She pursued her Bachelors’ degree in Human Resources Management and Career Development when she returned back home and graduated with honor. Caroline spent the following years within the leisure and hospitality sector while employed as a Recruitment Manager and Human Resources Manager. Caroline’s HR team supported a merger of two organizations and a wide range of HR Management initiatives for 1200 employees. In 2006 Caroline moved to the United States and became the HR Manager of a 450 million dollar project in the Material Handling Industry. She managed the human resource challenges for this major project, including the assignment and relocation of 25 expatriates from Europe to the United States. The project excelled in terms of team performance and received the governor’s award for Health and Safety for over 1.5 million worked hours without a lost time incident. After completion of the project in 2010, she successfully designed and implemented a Talent Program for the US headquarters.

Most recently Caroline has worked as a Director International Accounts with an executive recruitment firm, matching European-based companies with the best local professionals in the United States. Differences in labor laws, culture and corporate dynamics make the search for professionals and executives on both continents challenging and sometimes very different.

Senior Professional Human Resources

Caroline has consistently been recognized by her employers as an excellent HR professional. Her ability to bridge cultural gaps and overcome differences in global business models are great assets to provide human resources solutions in a challenging cross-cultural business environment. She received her Senior Professional Human Resources (SPHR) certification in 2013 and she is a member of the Society for Human Resources Management. She is also a member of the Netherlands-American Chamber of Commerce.


Besides this, Caroline serves as an active sponsor for the Sikkim Himalayan Academy, co-founded by a Dutch friend in 2003. The school provides education by qualified teachers, good health care, pastoral supervision and a healthy diet for the children from the poorest families in Sikkim, India. The school is funded by sponsorships ($ 30 per month, per child) and charitable donations through a Dutch Trust (Stichting Kinderen van Sikkim) and The Friends of the Sikkim Himalayan Academy in the UK.
